Maureen Doyle-Spare is the originator of the Semantic Control Plane runtime governance architecture and a researcher advancing institutional design for agentic AI.

The research identifies the Operational Interpretation as a missing control object and develops a connected architecture around the Reasoning Baseline, Runtime Semantic State, Semantic Deviation Index, Deterministic Gate, Authorization Emission, and reconstructable semantic evidence.

The work spans financial services, cybersecurity, life sciences, operational resilience, enterprise economics, and pre-execution assurance.
