The Semantic
Control Plane

The runtime governance architecture for the reasoning layer, evaluating exposed representations of Operational Interpretation before authorization crosses into execution.

The Semantic Control Plane is not synonymous with one checking layer. It integrates semantic authority, runtime evaluation and control, and relationship intelligence across three defined components.

Ontology

Serves the institutionally authorized definitions and contextual rules that form the Reasoning Baseline.

Control · runtime evaluation

Semantic Layer

Infers the Operational Interpretation from governable runtime representations, represents it as Runtime Semantic State, evaluates it against the Reasoning Baseline, and computes SDI for Gate adjudication.

Coordination · relationship governance

Knowledge Graph

Supplies governed dependency intelligence, supports Coordination, maps propagation paths, and enables containment of the Agentic Blast Radius across connected systems.

Applicability before protocol

First establish what
can be governed.

A deployment enters the normal runtime protocol only when it exposes sufficient governable runtime representation.

A binding disposition before authorization crosses into execution.

The Deterministic Gate converts measured semantic divergence and institutional policy into one of four defined outcomes. Fail-closed behavior applies to specified failure conditions, not to every normal Gate decision.

Evaluation precedes authorization. Authorization precedes emission. Emission produces the downstream state of Execution Authority. The architecture governs exposed runtime representations and does not claim access to or control over a model's private chain-of-thought.
