Why it matters
Creates a binding disposition before authorization is emitted into execution. The Gate is deterministic in its mapping from governed inputs to disposition; it does not make a new probabilistic judgment. Before threshold adjudication it checks definitional alignment, institutional authority, and contextual scope. Fail-closed behavior applies only to specified failure conditions.

Authorized meaning must remain connected to the meaning operationalized at runtime.
The Gate adjudicates verified runtime state against institutional threshold policy and produces a binding Semantic Authorization disposition before Authorization Emission.
